From Civilian Workforce Analysis Division, OPNAV (N11), Civilian Community Management Branch WASHINGTON (NNS) -- The first Navywide combined workforce conference will be held April 25-27 at the Fairview Park Marriott Hotel in Falls Church, VA. The Combined Workforce Conference: "Enhancing the Navy Workplace: A Competency Focused Performance Based Culture," sponsored by the Chief of Naval Personnel's Civilian Workforce Analysis Division (N11), Civilian Community Management, and Strategic Planning and Analysis (N14), is open to civilian and uniformed members involved in the research and management of the Navy's manpower and personnel development. One of the main goals of the conference is to bring together industry's leading analysts to explore the potential crossover of ongoing research in manpower, personnel, training and education. "The issues that will be addressed at the Combined Workforce Conference are the very issues we're working on today in the Department of the Navy and the Department of Defense," said Cyndi Mays, co-director, Civilian Workforce Analysis Division. "The conference should be of tremendous value to all in attendance." For the first time, this year's conference will combine the Department of the Navy's premier Civilian Community Management Symposium with Strategic Planning and Analysis. This combination will integrate both the research and application elements of Navy personnel development. "This combined conference will highlight Navy Leadership sharing its vision of the future Navy Workforce," said Elizabeth Persell, co-director, Civilian Workforce Analysis Division. "Attendees will be able to participate in a variety of breakout sessions focused on leading edge research and current Navy issues." Scheduled speakers include Vice Adm. J. C. Harvey Jr., Chief of Naval Personnel/Deputy Chief of Naval Operations (MPT&E) Manpower, Personnel, Training and Education; William A. Navas, Assistant Secretary of the Navy, Manpower and Reserve Affairs; and Dr. David S. Chu, Under Secretary of Defense for Personnel and Readiness. The Partnership for Pubic Service, a nonprofit organization dedicated to revitalizing federal employment, will make a presentation on "pay for performance begins with performance management," which offers a bridge into Program Executive Officer, National Security Personnel System (NSPS) Mary Lacey's presentation on NSPS. Industry professionals from Ninth House, Skillsnet, IBM Center for the Business of Government, ICF, The Performance Institute, LMI, and the Human Performance Center also join the list of presenters in sharing the conference theme of "Enhancing the Navy Workplace" as they speak on workforce integration, competency management, and performance-based workforce. In addition to the plethora of speakers, informative topics and breakout sessions, the Adm. J.M. Boorda Award for Outstanding Integration of Analysis and Policy-Making will be presented to honor those who have made a significant contribution towards Navy Personnel Readiness either through the conduct of research and analysis, or direct application of analytic results and efforts.
