Michael L. Brown
As Founder and CEO of SkillsNET, Mr. Brown is not only the visionary leader of the organization but also the driving force behind the global adoption of the SkillObject® methodology in government and industry. Over his career, Mr. Brown has been frequently recognized for his superior business skills at the state and national level. The foundation for this success has been built through 26 years of developing partnerships with Fortune 1000 companies to help optimize their workforces. In addition, Mr. Brown has over 15 years of experience in the areas of skill standard systems, and the integration of these areas with the United States Department of Labor’s O*NET framework. Recognized across industry as an expert in the domain of skills standards, Mr. Brown has developed strong ties with both private and public sector organizations through participation on various task forces and advisory boards, and is also often asked to provide keynote addresses on the subject. Mr. Brown has lent his expertise to groups such as the Texas Skill Standards Board, the Task Force on Adult Education Accountability, the Blue Ribbon Review Board, and the National Rural Development Partnership (NRDP) Task Force on Rural Workforce Development.

Darrel Sandall
As Chief Scientist Dr. Sandall oversees the development and implementation of the science surrounding SkillObject® development efforts. He is also involved with creating new technology-based solutions for development and utilization of SkillObjects®. Dr. Sandall has served as project director for many internal SkillObject development projects, as well as several external O*NET-related skill standard projects. Some of the projects he has managed include data collection for enlisted, officer, and civilian jobs in the United States Navy, several state-wide efforts in the Telecommunications, Law Enforcement, Mining, and State Government industry sectors, and numerous national efforts including the U.S. Department of Agriculture. In all cases, the projects resulted in various applications to enhance effectiveness, efficiency and profitability for the client organization. Additionally, project results were utilized to develop and enhance educational curriculum to better prepare employees for jobs. Dr. Sandall holds a M.S. degree from the University of Illinois, and a Ph.D. from Texas A&M University both in Human Resource Development.

Robert J Landis
As Chief Technology Officer, Robert oversees all areas related to IT and Communications, including application development, database development and networking. As Vice President of SkillsNET Innovations, Robert is responsible for the vision, architecture, design and implementation of the next generation of SkillsNET products. Mr. Landis spent 10 years practicing as an Electrical Engineering, working for Texas Instrument, Electrospace Systems Inc, and Chrysler Technologies Airborne Systems. In 1991 he was recruited as a Lead Electrical Design Engineer and Deputy Group Lead position for the Superconducting Super Collider project (a physics related scientific project funded by the US Department of Energy). Upon de-funding of the SSC project, and having education and experience in software development, Robert transitioned into the field of IT. Bringing the rigor, creativity, structure, documentation and integrity of complex hardware and system design into the field of software development, he quickly captured the attention of technology leaders, consulting the next nine years for clients such as Los Alamos National Laboratory, Sandia National Laboratory, Fox Sports Networks, Sabre, RIA Thompson and many others. Mr. Landis holds a B.S. in Electrical Engineering (with minors in Math, Computer Science and Physics) from Geneva College and a M.S. in Electrical Engineering from the University of Texas at Arlington.

Tim Ferron
Mr. Ferron is President of SkillsNET Government. Mr. Ferron served in the United States Navy for 27 years. While still on active duty he was appointed as the Director of Navy Instructor Training and Curriculum Development at Fleet Training Center Norfolk, Virginia from March 1999 until September of 2001. He was then assigned to Task Force Excel where he worked to develop the Five Vector Model concept in support of the Navy’s effort to reengineer education and training delivery systems. Once he retired in June 2001 he worked as a consultant for the Naval Personnel Development Command for the Five Vector Model application development. Mr. Ferron is a graduate of the United States Navy Senior Enlisted Academy and has received a Masters Certificate in Advanced Project Management form Villanova University.

Lee Ann Rikard
Dr. Rikard is Vice President, SkillsNET Federal Systems. In addition to her business management and client liaison responsibilities for the Federal sector, Dr. Rikard serves as SkillsNET's Chief Learning Officer. A veteran educator, Dr. Rikard’s professional philosophy is centered upon a belief that a challenging, enriching education should be readily available to all learners in order to promote lifelong learning. Prior to joining SkillsNET, Dr. Rikard assisted the Naval Personnel Development Command as Assessment Program Manager, during which she researched and began implementation of command wide performance metrics. During her public education service, Dr. Rikard served as Assistant Principal for Instruction for Indian River High Schools, one of the Chesapeake Public Schools. In that position, Dr. Rikard was primarily responsible for coordination and analysis of Virginia Standards of Learning Assessments (SOL) and assimilation, monitoring, and adaptation of the instructional schedule for secondary courses. She received her M.A. in Urban Education from Norfolk State University, and her Ph.D. from Old Dominion University in Virginia.

John Henderson
As Vice President of our Industrial Psychology Solutions team, John is responsible for providing leadership and technical scientific support to all projects and consulting efforts. He has over 11 years of experience delivering and implementing solutions within the field of Industrial and Organizational Psychology. The primary focus of John’s work has involved job, task, and occupational analysis and evaluation, design and application of employee selection programs (including the generation of testing devices, the development and administration of assessment centers, and individual assessment), and project coordination and management. He has also developed and conducted numerous workshops and training programs on topics such as job analysis, administering, using and interpreting assessment tools (e.g., skill/ability surveys, the Myers Briggs Type Indicator, the California Psychological Inventory, the Strong Interest Inventory, etc...), conflict management, giving and receiving feedback, and sexual harassment. Moreover, John has an extensive background in managerial and executive development having analyzed, developed and coached Vice-Presidents, Chief Executives, Physicians, all layers of management, and military personnel. His education combines graduate coursework in Psychology along with Business and Law. John holds a Ph.D. in Industrial and Organizational Psychology from the University of Tennessee.

Steve Kennedy
As Director of Operations and Program Management Mr. Kennedy's primary role is to manage all aspects of SkillsNET operations, including interactions with customers and internal coordination of production efforts. Prior to his arrival at SkillsNET in July 2006, Mr. Kennedy served in the United States Navy for 21 years in a variety of shipboard and shore-based assignments. His active duty service culminated with his assignment as Strategic Analysis Officer for Naval Service Training Command at Great Lakes, IL. In this capacity, he was responsible for all training analysis efforts associated with officer and enlisted accessions training. Mr. Kennedy received a B.S. from the United States Naval Academy in Annapolis, MD and an M.S. in Operations Research from the Naval Postgraduate School in Monterey, CA.

Andy McCuistion
Mr. McCuistion brings thirty-two years of accounting and management experience to the company. Mr. McCuistion oversees the Finance and Accounting, Human Resources, Facilities Management and Legal Departments. He has served in private industry in the manufacturing and wholesale sectors, and in the public service arenas of finance and accounting and city management for communities in Texas. Mr. McCuistion holds a B.B.A. in Accounting from the University of Texas at El Paso.

Tom Scott
As the Director of Contracts Mr. Scott offers to our customers over twenty-seven years of contract management experience for both commercial and federal contracts. Over the years Tom has served in private industry managing a broad range of multiple domestic and international contracting challenges. He holds a BS in Education from West Texas A&M University, a Masters of Arts in Organizational Management from the University of Phoenix, and has been a member of the National Contract Management Association, Council of Fellows since 1986.
